Insurance
In New Jersey, expectant parents have access to a variety of health insurance options to support pregnancy and childbirth care. These include Medicaid, the Health Insurance Marketplace, employer-sponsored plans, private insurance, and specialized programs. Below is an overview of these options:
- State Plans and Programs
a. NJ FamilyCare (Medicaid)
NJ FamilyCare provides comprehensive health coverage for pregnant individuals who are U.S. citizens or lawfully present immigrants. Eligibility is based on income, with a family of four qualifying at up to 205% of the Federal Poverty Level (approximately $5,330/month in 2024). Coverage includes prenatal and postpartum care, delivery services, and infant care up to one year after birth. Importantly, coverage extends for 12 months postpartum, even if income changes during that period.
b. New Jersey Supplemental Prenatal and Contraceptive Program (NJSPCP)
For pregnant individuals who do not qualify for NJ FamilyCare due to immigration status, NJSPCP offers outpatient prenatal and family planning services. Eligible individuals must be aged 19–64, New Jersey residents, and meet specific income criteria. Services include prenatal care, pregnancy tests, birth control, and family planning counseling.
c. GetCoveredNJ (Health Insurance Marketplace)
Pregnant individuals can apply for coverage through GetCoveredNJ, the state's Health Insurance Marketplace. Pregnancy is considered a qualifying life event, allowing for enrollment outside the standard open enrollment period. Marketplace plans must cover maternity and newborn care as essential health benefits. Financial assistance may be available based on income.
- Employer-Sponsored Plans
Many employers offer health insurance that includes maternity and newborn care. Coverage typically includes prenatal visits, ultrasounds, labor and delivery, and postpartum care. Pregnant employees can enroll in these plans during open enrollment periods or following a qualifying life event, such as pregnancy.
- Private/Individual Insurance Plan
Private health insurance purchased outside the marketplace may also provide coverage, though benefits can vary. It's important to review plan details to ensure that maternity and newborn care are included.
- Other Assistance Programs
a. Federally Qualified Health Centers (FQHCs)
FQHCs offer comprehensive primary and preventive health care, including maternity services, regardless of insurance status or ability to pay. Fees are charged based on income using a sliding fee scale. Services include prenatal care, dental care, mental health services, and more.
b. Charity Care Program
The Charity Care Program provides financial assistance for uninsured or underinsured patients for inpatient and outpatient services at all acute care hospitals in New Jersey. Eligibility is determined based on income and assets, and services may be provided at reduced fees or for free.
c. Temporary Disability and Family Leave Insurance
New Jersey's Temporary Disability Insurance provides cash benefits to expectant mothers during pregnancy and recovery after childbirth. Family Leave Insurance offers benefits to bond with a newborn during the first year. These programs support working parents during maternity leave.
