Insurance
In Georgia, expectant parents have access to various health insurance options to cover pregnancy and childbirth expenses. These include state programs, employer-sponsored plans, marketplace options, private insurance, and additional assistance programs. Below is an overview of these options:
- State Plans and Programs
a. Georgia Medicaid: Georgia's Medicaid program provides health coverage for low-income pregnant individuals, covering prenatal and postpartum care, delivery services, hospital stays, and infant care up to one year after birth. Eligibility is based on income and household size.
b. PeachCare for Kids®: This program offers low-cost health insurance for children under 19 and pregnant individuals who earn too much to qualify for Medicaid but cannot afford private insurance. It provides comprehensive care, including prenatal visits, ultrasounds, and delivery. Eligibility criteria include income limits and residency requirements.
c. Planning for Healthy Babies® (P4HB) Program: This program aims to reduce the number of low birth weight (LBW) and very low birth weight (VLBW) births in Georgia by offering:
Family Planning Services: No-cost family planning services for eligible women, including annual physical exams, contraceptives, and counseling.
Inter-Pregnancy Care (IPC): Additional services for women who have delivered a VLBW baby, encompassing primary care, dental services, substance abuse treatment, and case management.
Resource Mother Services: Support for mothers who have delivered a VLBW baby, providing information on parenting, nutrition, and healthy lifestyles.
Eligibility criteria include being a U.S. citizen or qualified immigrant, a Georgia resident, aged between 18 and 44, able to become pregnant, meeting specific income limits, and not being eligible for other Medicaid programs.
d. Medicaid Postpartum Coverage Extension: As of November 2022, Georgia extended Medicaid postpartum coverage to 12 months, aligning with efforts to improve maternal health outcomes. This extension ensures continuous coverage for Medicaid-eligible pregnant and postpartum individuals, providing access to necessary medical services throughout the postpartum period
e. Perinatal Case Management
The Georgia Department of Public Health offers Perinatal Case Management services through various health districts. This voluntary Medicaid program assigns case managers to assist pregnant individuals in identifying and addressing special needs during pregnancy, ensuring timely referrals and support.
- Employer-Sponsored Plans
Many employers in Georgia offer health insurance that includes maternity and newborn care. Coverage typically encompasses prenatal visits, ultrasounds, labor and delivery, and postpartum care. Pregnant individuals can enrol in coverage through their employer or a spouse’s job, depending on the plan's provisions.
- Health Insurance Marketplace
Through the Health Insurance Marketplace, pregnant individuals can explore various health insurance plans that cover pregnancy and childbirth. Under the Affordable Care Act (ACA), all marketplace insurance plans are required to cover maternity and newborn care as essential health benefits. Georgians can compare and enrol in plans through the federal marketplace
- Private/Individual Insurance Plans
Private health insurance purchased outside the marketplace may also provide coverage, though benefits can vary. It's essential to review each plan's specifics to ensure it meets maternity and childbirth care need. Additionally, individuals under 26 may be covered under a parent's health insurance plan if it offers dependent coverage, which can include maternity care.
